On July 1, 2024, Paragon’s research “The Great Obamacare Enrollment Fraud,” by Brian Blase and Drew Gonshorowski, was referenced in a Law360 article.

The letters cite a report from the Paragon Health Institute that examined enrollment after increases in subsidies for insurance companies and low-income Americans who enroll in the ACA. The report estimates that around 4 to 5 million Americans may be “fraudulently” enrolling in the program. Further, it says this could cost taxpayers upwards of $15 to $20 billion in 2024.

The report detailed how Americans could be underestimating their incomes to qualify for the subsidies and how insurance brokers, who earn commissions, allegedly misstate enrollee information so those enrollees can qualify for the plans.

Brian Blase, the president of Paragon Health, told Law360 on Monday he believes that in most cases, some brokers, though not all, are acting in bad faith by alerting Americans to free healthcare plans and then filling out applications for potential enrollees.

“There are a lot of brokers that are trying to follow the law, but there are some bad actors out there, and the bad actors figured out how to get rich off this poorly designed subsidy structure and really soak the American taxpayer and hurt a lot of these enrollees too,” Blase said.
