Medicaid Money Laundering: Understanding State Financing Gimmicks

April 10, 2025 | 2:00 PM EDT | Rayburn 2045

Coffee and to-go wraps and sandwiches will be provided at the event!

Join us for a timely discussion examining how states increasingly exploit complex financial mechanisms to draw down additional federal Medicaid dollars—often without meaningful state contributions. A new Paragon paper, Addressing Medicaid Money Laundering, by Brian Blase and Niklas Kleinworth describes how this practice, which Paragon refers to as “legalized Medicaid money laundering,” allows states to upend the intended federal-state partnership and drive unsustainable program growth.

Panelists:

  • Brian Blase, PhD – President, Paragon Health Institute
  • Niklas Kleinworth – Policy Analyst, Paragon Health Institute

This session will shed light on the structural incentives fueling Medicaid’s explosive spending and propose reforms to restore integrity to the program’s financing framework.

The event will explore how these financing schemes work, their implications for program integrity, and the need for reforms that restore accountability and better target resources to vulnerable populations.

The event will feature a discussion between Paragon’s Brian Blase and Niklas Kleinworth, who together bring extensive experience in Medicaid policy and fiscal reform. Please feel free to share this invitation with any health policy staffer who may be interested.
