Join us for a timely discussion as Congress considers health policy options for reconciliation. The discussion will cover several issues, including how restoring cost-sharing reduction (CSR) payments could lower ACA premiums by up to 15% while reducing federal deficits. Paragon’s event will also review our HSA option proposal, which would expand health care freedom and financial security for Americans while redirecting subsidies away from health insurers and to American consumers. The event will also cover relevant additional issues related to the Affordable Care Act, including the administration’s 2025 Marketplace Integrity and Affordability Proposed Rule.
Read more about this opportunity in Paragon’s The HSA Option: Allowing Low-Income Americans to Use a Portion of Their ACA Subsidy as a Health Savings Account Contribution.
Benefits of the CSR appropriation and HSA option:
- Lower premiums, lower deficits: Appropriating CSR payments can directly reduce premium tax credit costs and lower premiums by 15% for millions of ACA enrollees, creating fiscal savings and market stability.
- Large Savings Opportunity: Appropriating CSR’s amounts to over 50 billion dollars in savings to be used in the reconciliation package.
- Practical reconciliation policy: CSR funding and HSA expansion are both viable candidates for inclusion in a budget reconciliation package, providing a rare opportunity for bipartisan, cost-saving reforms.
- Empowering consumers: Expanding HSA eligibility—including for ACA marketplace plans—can give more Americans pre-tax savings options to cover out-of-pocket expenses, improving market efficiency and patient engagement.
