An introductory briefing on PAHPA reauthorization and CDC Reform

Please join us for lunch on July 24th from 12:30-1:30pm for our upcoming Congressional Health Policy Education Program event in LHOB 1539. Chick-fil-A lunch will be provided. Please feel free to share this invite with any health care staffer you think would be interested.

This event will be the first in a series on the reauthorization of the Pandemic and All-Hazards Preparedness Act (PAHPA) as well as an introductory look at the Centers for Disease Control and Prevention (CDC). The event will be hosted by Drew Keyes, who will be joined by Dr. Joel Zinberg and Bryan Shuy.

Drew Keyes is a Senior Policy Analyst at the Paragon Health Institute. Drew brings nearly a decade of experience as a Congressional staffer, where he worked to advance conservative, free-market principles. Prior to joining Paragon, Keyes served as a professional policy staffer for the Republican Study Committee (RSC) under Chairmen Jim Banks and Mike Johnson. During his time with RSC, he was the staff lead for the RSC’s Health Care Task Force, where he worked to draft legislation and letters and provide policy counsel to RSC Member offices on all health care issues. In his role, he provided detailed analysis of every bill that came to the House floor for a vote under his portfolio, and supplemented this work with policy papers and messaging memos to frame conservative messaging on public health, innovation, and market concentration.

Dr. Joel Zinberg, M.D.,J.D. is the Director of the Public Health and American Well-Being Initiative at Paragon Health Institute, and a senior fellow with the Competitive Enterprise Institute. He recently completed two years as General Counsel and Senior Economist at the Council of Economic Advisers in the Executive Office of the President. Dr. Zinberg has practiced general and oncologic surgery in New York for nearly 30 years at the Mount Sinai Hospital and Icahn School of Medicine, where he remains an Associate Clinical Professor of Surgery. He has been involved with health policy issues and the interaction between law and medicine for his entire caree

Bryan Shuy is the former Deputy Assistant Secretary and Chief of Staff to the Assistant Secretary for Preparedness and Response from 2019 to 2021. During his time in those roles, he helped guide the policy, management, and execution of ASPR divisions and functions such as the Biomedical Advanced Research and Development Authority (BARDA), the Strategic National Stockpile (SNS), and the National Disaster Medical System (NDMS). Bryan also helped to lead the agency’s initial Covid-19 response, including the development and execution of Operation Warp Speed and the SNS 2.0. Bryan also served as Chief of Staff to House Appropriations Agriculture & FDA Subcommittee Chairman, Congressman Andy Harris (R-MD). Bryan first worked for Rep. Harris as his Deputy Chief of Staff and handled his health portfolio as well as other legislative priorities including his role as Co-Chair of the House Doctors Caucus.
