Abigail Chance

Congressional Fellow

Abigail Chance is the inaugural Congressional Fellow at Paragon Health Institute, placed in the office of the Speaker of the House of Representatives, Kevin McCarthy. She comes to Paragon with over four years of nonprofit health care public policy experience.

Prior to joining Paragon, Abigail was a Policy Analyst at the America First Policy Institute (AFPI). While at AFPI, she analyzed active state and federal legislation and provided insight that guided the creation of free-market, consensus policy solutions to improve the American health care system. Her areas of research spanned prescription drug pricing, alternative health insurance models, and responses to the fentanyl crisis, among others. She also drafted model state legislation to improve price transparency and presented policy ideas to lawmakers and industry stakeholders.

Abigail also has previous experience as a Research Associate at The Heritage Foundation. There, her work focused on affordability and participation trends in the individual health insurance market, the shortcomings of single-payer health care, and promoting public-private partnerships during the Covid-19 pandemic. Her work has been published in The Daily Signal and Washington Examiner.

She holds a Master of Arts and a Bachelor of Arts in political science from Miami University in Oxford, Ohio, and resides with her husband and Persian cat in Washington, DC.
