The event will explore how OBBB brings spending projections for Medicaid and ACA subsidies back to pre-Biden levels by eliminating waste, fraud, and corporate welfare. We’ll examine how Congress overcame entrenched opposition from health care special interests to achieve more than $1 trillion in projected savings.
A central feature of the bill is its effort to dismantle the Medicaid money-laundering machine in which states exploit provider taxes and payment schemes to inflate federal reimbursements. These arrangements have fueled excessive payments to politically favored providers and diverted resources away from Medicaid’s core mission. The OBBB reins in these abuses with a moratorium on new schemes, phasing down the allowable provider tax threshold in expansion states, and capping payments made through insurers.
The discussion will highlight Paragon’s analyses of the bill’s key provisions, including the restoration of eligibility safeguards in Medicaid and the ACA, the implementation of community-engagement requirements, and the rollback of costly Biden-era rules.
